Qatar Digital Government Initiative is one of the country’s key national efforts to develop government services, enhance institutional efficiency, simplify procedures, and improve the customer experience. The Ministry of Communications and Information Technology, in cooperation with the relevant government entities, leads digital government development by strengthening integration and data exchange among government entities and employing modern technologies to deliver more accessible, efficient, and secure services.

Vision

To develop an integrated, effective digital government centered on the needs of individuals and businesses, providing secure, accessible, and proactive digital government services using modern technologies and stronger integration among government entities. This will help improve government performance efficiency, enhance the customer experience, promote transparency and community participation, and support the achievement of Qatar National Vision 2030.

Hukoomi Platform

Hukoomi platform is one of the principal tools supporting the Qatar Digital Government Initiative. It provides a unified channel for accessing government information and services, improves the beneficiary experience, and supports the transition toward more integrated and accessible services. This role helps advance the national targets of digitizing 90% of government services provided to citizens and achieving a customer satisfaction rate exceeding 85%, in line with Qatar National Vision 2030, the Third National Development Strategy 2024–2030, and the Digital Agenda 2030.

The new version of Hukoomi platform was launched in June 2026, marking a strategic step in advancing the country’s digital transformation and supporting the goals of Qatar National Vision 2030.

The new platform is the first outcome of the Digital Factory initiative, launched by the Ministry of Communications and Information Technology to serve as a driver of government services and digital innovation in the country. It brings technology, data, and design together within a unified platform that maximizes the benefits of advanced digital infrastructure and enables interagency integration and unified governance across government entities.

The upgraded Hukoomi platform is based on an innovative concept centered on “Life Moments.” It enables users to manage government services associated with important stages of their lives easily and conveniently, by delivering services in a more connected manner that better reflects their expectations.

Hukoomi platform supports intelligent interaction through advanced search and a virtual assistant. It also provides a flexible user experience, including single sign-on and various language and display options, within a secure and trusted digital environment that helps improve the quality of digital government services in the State of Qatar.

Strategic Objectives

Qatar’s digital government development efforts are based on a set of strategic objectives aimed at improving the quality of government services, increasing institutional efficiency, and enhancing the customer experience. The Qatar Digital Government Strategy identified three main objectives, which the country continues to build upon within the framework of the Digital Agenda 2030 and the Third National Development Strategy 2024–2030:

1- Improving government services for individuals and businesses: This objective focuses on end users, including people who live and work in Qatar and businesses that support economic growth.

2- Increasing the efficiency of government administrative operations: This objective seeks to maximize the use of the country’s public resources. It also focuses primarily on relationship management and contributing to the achievement of the first objective.

3- Increasing transparency and community participation: This objective concerns recognizing the importance of policies and openness, which can be achieved through engagement and communication with all stakeholders and by delivering services that meet their needs as effectively as possible.

Building on these objectives, the Digital Agenda 2030, under its fourth strategic pillar, “Seamless Digital Government,” focuses on achieving excellence in delivering effective, transparent, and accessible online digital government services to citizens, residents, businesses, and organizations. The development of Hukoomi platform aligns with this direction by providing a unified channel for government information and services, simplifying procedures, and strengthening integration among services and government entities. The platform’s development, particularly its adoption of the “Life Moments” concept, also helps deliver a more connected digital experience centered on beneficiaries’ needs, supporting the efficiency and quality of government service delivery.

Digital Targets Through 2030

To reinforce these directions, the Third National Development Strategy 2024–2030 sets quantitative targets that support the transition to digital government services and improve the customer experience. These include:

1- Digitizing 90% of government services provided to citizens: To expand the availability of digital services, simplify procedures, and facilitate access to government services.

2- Achieving a customer satisfaction rate exceeding 85%: By improving the quality of government services, making them easier and faster to use, and enhancing the beneficiary experience.

National Impact

Efforts to develop Qatar Digital Government, including Hukoomi platform, support the country’s digital transformation by improving the efficiency of government operations and developing a more integrated and connected digital service ecosystem. This has a positive impact on the quality of services provided to individuals and businesses.

These efforts also help improve the business environment and enhance economic competitiveness by simplifying government procedures, facilitating access to services and information, and reducing the time and effort required to complete transactions. They further contribute to greater transparency, more efficient use of government resources, and the promotion of innovation and modern technologies in the development of public services.

This approach aligns with the targets of Qatar National Vision 2030, the priorities of the Third National Development Strategy 2024–2030, and the fourth strategic pillar, “Seamless Digital Government,” of the Digital Agenda 2030. It thereby strengthens the role of digital transformation in supporting sustainable development and improving quality of life in the State of Qatar.
