The Ministry of Justice (MOJ) launched yesterday a new website for the Official Gazette and the Qatar Legal Portal "Al Meezan", in a move aimed at establishing an integrated national digital ecosystem for legal knowledge in line with Qatar National Vision 2030 and its digital agenda. The launch was attended by HE Mr. Ibrahim bin Ali bin Issa Al Hassan Al Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs.
In remarks on the occasion, HE the Minister said the project implements the directives of HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, to make digital transformation a driver of greater government efficiency and improved public services.
HE the Minister added that the significance of the project lies not merely in developing two new digital platforms to enhance the legal and judicial system, but also in taking a strategic step toward building an integrated digital infrastructure for legal knowledge. He explained that the initiative would keep pace with Qatar's ongoing digital transformation and support its forward-looking vision by enabling more efficient and interconnected initiatives, more accessible and transparent government services, and a clearer and more competitive legal environment.
HE the Minister explained that the project was designed with a vision that extends beyond developing legal publishing and research tools to establishing a system aligned with global trends in government digital transformation and international standards. He noted that government progress is increasingly measured not by the number of online platforms launched, but by the ability to provide reliable, user-friendly digital services, make government information accessible, strengthen institutional integration, and create more effective channels for public engagement.
He emphasized that the project translates the objectives of the Third National Development Strategy into practical measures to enhance institutional efficiency, accelerate digital transformation, and improve the business environment. Through this initiative, the Ministry aims to make legal knowledge an integral part of the country's unified digital ecosystem through a reliable and comprehensive legal publishing system that enables a deeper understanding of national legislation, facilitates access to legislative data, and provides a more interconnected and reliable framework.
Addressing access to legal information and the right to access the law, HE the Minister stressed that the law belongs to everyone and that access to it is a right, not a privilege.
The launch of the website and portal marks a significant advancement in legal publishing and the promotion of Qatari legal content. For the first time, it provides an integrated digital system featuring authoritative and documented legal texts, efficient search capabilities, and well-organized content, in line with the latest legal research methodologies and best technological practices. The platform also leverages artificial intelligence (AI)-powered technologies under safeguards designed to ensure accuracy and reliability, while maintaining official legal texts as the sole authoritative reference. Technology can guide users to the law, but it cannot replace it.
