Qatar Central Bank (QCB) has issued new instructions for insurance companies, exchange houses, and financing companies aimed at enhancing access to financial services for persons with disabilities (PWDs) and the elderly. The instructions are in line with the Third Financial Sector Strategy and the Financial Sector Environmental, Social and Governance (ESG) and Sustainability Strategy, and form part of the QCB's ongoing efforts to promote financial inclusion in Qatar.
In a post on the social media platform X yesterday, the QCB explained that the instructions build on regulatory measures introduced in 2025, when it issued instructions to the financial sector in this regard. The bank noted that the measures reflect its commitment to strengthening financial inclusion and equal opportunities and ensuring that appropriate and accessible financial services are available to all segments of society.
The instructions include requirements aimed at improving access to financial services and facilitating procedures and service delivery channels. These include raising financial institutions' employees' awareness of the needs of PWDs and the elderly; giving priority to the targeted groups when conducting transactions at the institution; training employees to identify and respond to signs of financial exploitation; and training several customer service employees at branches in the basics of sign language.
